Regulations pertaining to Grey and Black water

The ATA (Alternative Technology Association) has a summary of the various Australian states Rules and Regulations http://www.ata.org.au/wp-content/articles/greywater_regs.pdfA local council approval to operate is required for an on-site sewerage or waste water management system, according to the NSW Department of Local Government. The Septic Safe Program was introduced to provide support and supervision to landowners and councils as they implement and undertake their respective sewage management responsibilities.
A local council may not approve of the installation of certain sewage management facilities unless they have been accredited by the NSW Department of Health. This is the only statutory role of NSW Health in on-site single domestic wastewater management.

Since we are specifically looking for a recycle and re-use system, I have only listed a subset of the accreditation registers. A fuller list is available by following the NSW health link above.
